Subject: [PATCH 4/4] PCI: hotplug: remove TODO notes for sgi_hotplug

Commit c7532b601e77 ("PCI/hotplug: remove the sgi_hotplug driver")
deleted the driver.

Remove the remaining TODO notes as well.
