Some quick remarks, no bandwidth to understand this.

First of all short summary does not define any action so it should be
rather e.g.

"capabilities: Add userns capabilities"

Much more understandable.

Kernel coding style does not support this way but instead recommends
enum but apparently the whole header is not following that so I
guess it is fine ;-)
