Subject: [PATCH] Bluetooth: btmtk: Fix btmtk.c undefined reference build error

MediaTek move some usb interface related function to btmtk.c which
may cause build failed if BT USB Kconfig wasn't enabled.
Fix undefined reference by adding config check.
