This commit is solely about relative includes in the nolibc-test
Makefile.
The actual code is unaffected.

include ../../../scripts/utilities.mak
->
include $(srctree)/tools/scripts/utilities.mak

This commit is not necessary, just a cleanup.
IMO consistently using $(srctree) is nicer.
