There is already a "rebuild_sched_domain()" function that is externally 
visible and the name is pretty unique. I don't think we need to add the 
"cpuset_" prefix for consistency.

Similarly, there are other fmeter_* functions available and fmeter is a 
unique prefix. The cpuset_ prefix shouldn't be needed.

OTOH, the legacy_files should be changed to cpuset1_files.

Other than that, the rest of the series looks good to me.
