This s_config function is a left-over from the atomisp specific
GMIN platform handling code which has been removed. IMHO this 
function should be dropped and probe() should call t4ka3_detect()
directly itself.

And including the get / put runtime-pm calls in s_config() has 2 issues:

1. The i2c-core code will already runtime-resume the device, so at the ACPI level
the device has already been resumed, thus calling pm_runtime_set_suspended) is
technically not correct and this will lead to the ACPI runtime-resume method
getting called a seocnd time, which should be harmless but still.

The proper thing would be to manually call the driver's own resume function
to set the GPIO and not mess with the runtime state.

2. This will not work if runtime-pm is disabled in Kconfig causing the GPIOs
to never get set, which will cause the detect() to fail.

Instead I suggest replacing the above code block by something like this similar
to the ov2680 code:
