Subject: [PATCH -next v4 12/19] arm64: entry: Check dynamic key ahead

Check dynamic key ahead in raw_irqentry_exit_cond_resched(), which
will make arm64_irqentry_exit_need_resched() all about arch-specific.

No functional changes.
