So, you don't support reconfiguring the rate / count, but you still copy
the new rate and lanes into your driver data. That sounds strange.

The main question is why are you powering the PHY from the configure
path at all? There is a phy_power_on() API which should be used by your
HDMI / DP driver instead of handling that in an automagic way.
