Subject: [PATCH v1 01/13] LICENSES: Add Creative Commons Zero v1.0 Universal

A CSV file generated by the x86-cpuid-db project was recently merged to
the kernel's kcpuid tool.  The SPDX license of that file is CC0-1.0,
"Creative Commons Zero v1.0 Universal".

Fix spdxcheck failures by adding that license under LICENSES/deprecated.

The license text is copied verbatim from:
