Subject: [PATCH] LICENSES: Linux-syscall-note: replace stale "below" reference

Ever since this was copied out of the original COPYING file [1], and the
COPYING file itself subsequently replaced by references to files under
LICENSES/ [2], the word "below" lost its meaning. Refresh the wording
so it is independent of whether the GPL text is reproduced next
to (above, below, alongside) the syscall note or not.

Linus, I can certainly understand if you don't want to change this
text that has been there forever, so feel free to just ignore. Also,
I'm not sure I can even "sign off" on changes to this text, so also
feel free to remove that tag and replace by a reported-by or
suggested-by if you do decide to take it.
