Implementation of network driver for
Management Control Transport Protocol(MCTP) over
Platform Communication Channel(PCC)

MCTP devices are specified by entries in DSDT/SDST and
reference channels specified in the PCCT.

Communication with other devices use the PCC based
doorbell mechanism.
