For loadable modules yes, otherwise we'll get:

ERROR: modpost: "apic_hw_disabled" [arch/x86/kvm/kvm-intel.ko] undefined!

This is similar to the EXPORT_SYMBOL_GPL(kvm_has_noapic_vcpu) already
there.
