Based on the content above, we know that during the processing of pciehp_ist(),
after remove_board() and before pcie_wait_for_link_status(), there are multiple
rapid remove/add. This causes the previously cleared lbms_count and start counting
again, which ultimately leads to entering the pcie_set_target_speed(PCIE_SPEED_2_5GT) process.
