The start of the interconnect path is QCOM_ICC_TAG_ACTIVE_ONLY, but the
destination is QCOM_ICC_TAG_ALWAYS? This is strange. Interconnect used
by the CPU should be QCOM_ICC_TAG_ACTIVE_ONLY.
