You probably erroneously mixed up C preprocessor and Makefile syntax? :-)

ifeq ($(CONFIG_AS_SFRAME),y)
        SFRAME_CFLAGS := -Wa,--gsframe
endif

$(comma) does not appear to be required in this context.
