Subject: [PATCH v4 06/11] genirq: Remove unused GENERIC_PENDING_IRQ_CHIPFLAGS kconfig option

The GENERIC_PENDING_IRQ_CHIPFLAGS kconfig option is no used anywhere
hence remove it.
