Sorry for the typos and terminology issues above. You are correct on all 
counts. Yes, I meant to say a USB 3.0 hub.

No idea on my end either, I have double checked and that is indeed how 
it is (and wakeup does work).

Got it.

On both unpatched and patched kernels, I have set power/control to 
"auto" for both the root hub and the external hub and left the keyboard 
for 60 seconds. Regardless if I plug the keyboard into the chassis or 
the external hub, the keyboard continues to work from the first key 
strike (no delay or lost input).
