Subject: [PATCH] USB: quirks: add USB_QUIRK_NO_LPM quirk for Teclast dist

Teclast disk used on Huawei hisi platforms doesn't work well,
losing connectivity intermittently if LPM is enabled.
Add quirk disable LPM to resolve the issue.
