[PATCH v1 07/10] cpufreq: Drop cpufreq_cpu_acquire() and
cpufreq_cpu_release()

Since cpufreq_cpu_acquire() and cpufreq_cpu_release() have no more
users in the tree, remove them.
No intentional functional impact.
