Subject: [PATCH 4/4] wifi: ath12k: switch to PCI_PWRCTRL_PWRSEQ

The PCI_PWRCTRL_PWRSEQ and HAVE_PWRCTRL symbols have been renamed to
reflect the pwrctrl framework name. Switch to the non-deprecated
symbols.
