I don't know that should be true. Since the BDF is under guest
control it can change at run time, is CC intending to somehow disable
that? If not then the BDF is dynamic. You could start with a non-zero
bus numebr by default but it isn't fixed.

I think CC has to or it somehow has to disable bus number changing in
the VM as unsupported.

But I would not do destroy/reallocate of the vPCI device in a CC
world, that is completely wrong response for the VM changing a bus
number. Either the bus number does not change somehow or there is a
modify operation.
