Subject: [PATCH net-next v2 1/3] dpll: add Reference SYNC netlink attribute

Add new netlink attribute to allow user space configuration of Reference
SYNC input pairs, where both inputs are used to provide combined signal
consisting of both:
- base frequency - used as dpll loop bandwidth signal,
- sync frequency - used to syntonize dpll output.
