This migration function region is a configuration register space.
During live migration, only the configuration information read from this space is transferred.
The reading and writing of information are handled by the corresponding driver,
which is adapted to the hardware platform.
Therefore, there are no problem when performing live migration between QM_HW_V3 and QM_HW_V4.

Additionally, we have already tested this scenario, and there are no problem.
