Subject: [PATCH 3/3] scripts: sphinx-pre-install: replace it by a Python version

This script provides identical results as the previous one,
except for some reorders (now packages are sorted), and
a couple of extra blank lines on gentoo that were removed
at the Python version.

Tested with:

  - centos
  - oracle
  - fedora
  - ubuntu
  - ubuntu-lts
  - debian
  - opensuse
  - mageia
  - archlinux
  - gentoo

Changelog is confusing, but this patch just does:

	git rm scripts/sphinx-pre-install
	git mv scripts/sphinx-pre-install.py scripts/sphinx-pre-install

Without doing any changes.
