This started failing for me on the Raspberry Pi 3B+, I'm not 100% sure
but it looks like it might be an infrastructure issue though it did fail
three times in a row.  The boot just grinds to a halt in userspace:

but a bisect came out at

which isn't at all credible - it looks like it's just running very
slowly, I'm tempted to ignore the result.  Otherwise
