Subject: [PATCH 3/4] rust: miscdevice: add uring_cmd() for MiscDevice trait

This patch adds uring_cmd() function for MiscDevice trait and its
callback implementation. It uses IoUringCmd that io_uring_cmd rust
abstraction.
