cpuset: add helpers for cpus_read_lock and cpuset_mutex
Replace repetitive locking patterns with new helpers:
- cpus_read_cpuset_lock()
- cpus_read_cpuset_unlock()
This makes the code cleaner and ensures consistent lock ordering.
