Your concern is valid. We cannot have the hisi_acc_vfio_pci driver depend on
the hisi_qm driver. Instead, the hisi_acc_vfio_pci driver should adapt to the
current device configuration on its own.
That is, if the device has loaded the hisi_qm driver and switched to V4 mode,
then the hisi_acc_vfio_pci driver should open the full BAR2 for user access.
Otherwise, it should continue to operate in V3 compatibility mode.
