Subject: [PATCH 6.1 02/15] genetlink: add TEST_GENL family for netlink testing

Implement basic Generic Netlink family with:
- 4 commands (ECHO, SET/GET_VALUE, NO_ATTRS)
- 1 small command (genl_small_ops)
- Multicast group support
- Attribute validation
- Mutex-protected operations
- Error handling with netlink_ext_ack
