Subject: [PATCH 3/3] docs: Makefile: use PYTHONPYCACHEPREFIX

Previous cleanup patches ended dropping it when sphinx-build-wrapper
were added. Also, sphinx-pre-install can also generate caches.

So, re-add it for both.
