That CONFIG_ARCH_HAS_GIGANTIC_PAGE has nothing runtime-specific in its name.

Can't we just select CONFIG_ARCH_HAS_GIGANTIC_PAGE for the relevant 
hugetlb config that allows for *gigantic pages*.
