__iommu_group_alloc_blocking_domain() will allocate a paging
domain if a driver doesn't support blocked_domain itself. So in the
end this applies to all IOMMU drivers.

I saw several other places mention IOMMU_DOMAIN_BLOCKED in this
series. Not very accurate.
