Subject: [PATCH v2] virtio_pci: drop kernel.h

virtio UAPI headers really have no business pulling in kernel.h
Replace it with const.h which seems to be what's needed
for __KERNEL_DIV_ROUND_UP.

Fixes: 7c1ae151e812 ("virtio_pci: Introduce device parts access commands")
