I still say that it makes no sense for something generic
(GENERIC_CPU_CACHE_MAINTENANCE in lib/Kconfig) to inform the
config system that the config has something $ARCH-specific
(ARCH_HAS_CPU_CACHE_INVALIDATE_MEMREGION).
