I think this is a change in behavior:
Before, the pdev was created immediately if the node's compatible
value is found in allowlist, regardless of the value of data (which
is always NULL, except on RK3399),
After, the pdev is created immediately if the node's compatible value
is found in allowlist, AND data is non-NULL.
