Due to the very distinct nature of this new clock controller, I suppose
it does not inherit most of the properties of other CAMCC clocks, and
therefore it should be described in a separate dt binding documentation file.

Looking at the list of macro definitions from a new header file, a noticeable
remark is that this new clock controller is neither a reset controller nor
a power domain controller.
