During enable_pre_port, COUNT is configured to its maximum value. This 
counter tracks packets received by TPDA and inserts an async packet once 
the specified value is reached.

I will add the sysfs node for COUNT. I didnt add it because we typically 
didnt modify the value of the COUNT, but it's better to have a node for 
setting the value when needed.
