I realize there's no reproducer for this yet, but I think the cause is
quite clear and the easiest way to solve it is likely to protect
->tctx_list by a separate lock. This lock can nest inside ->uring_lock,
where necessary, and be used independently just for list manipulation.
Something like the below.
