Subject: [PATCH mm-hotfixes] MAINTAINERS: Remove inactive checkpatch maintainers

Both Dwaipayan Ray ([1]) and Andy Whitcroft ([2]) had not made any
checkpatch reviews since 2022. Move them to CREDITS.
