Subject: [PATCH 2/2] selftests/sched_ext: Add test to validate ops.dequeue() semantics

Add a new kselftest to validate that:
 - every enqueue is followed by proper dequeue,
 - dispatch dequeues happen exactly once per enqueue,
 - async dequeues (SCX_DEQ_ASYNC) only happen for property changes,
 - no duplicate enqueues without proper dequeue.

Test scenarios:
 - direct dispatch to local DSQ (SCX_DSQ_LOCAL),
 - dispatch to user DSQ,
 - explicit property changes via sched_setaffinity().

This validates that the new ops.dequeue() semantics work correctly for
all task lifecycle scenarios.
