Subject: [PATCH v2 2/8] staging: rtl8723bs: rename RegEnableTxPowerByRate to reg_enable_tx_power_by_rate

Rename RegEnableTxPowerByRate to reg_enable_tx_power_by_rate to 
 avoid CamelCase.
