jq: error: syntax error, unexpected '[', expecting FORMAT or QQSTRING_START
 (Unix shell quoting issues?) at <top-level>, line 1:
any(.[].flags.[]; . == $flag)
jq: 1 compile error

Remove the extra dot (.) after flags array to fix this.
