    [netdrvr] forcedeth: unconditionally enable NAPI
    
    Remove all !CONFIG_FORCEDETH_NAPI code, and the Kconfig option,
    enabling NAPI unconditionally.
    
    The NIC driver recreates a lot of this functionality manually.
