Subject: [PATCH][PACKET] Remove unneeded packet_socks_nr variable
This one is used only under ifdef PACKET_REFCNT_DEBUG in
printk and is not needed otherwise. So hide all this stuff
under the PACKET_REFCNT_DEBUG.
