Subject: [PATCH 1/1]: Add support for aes-ctr to ipsec

Very sorry, re-posting as first patch was incomplete.

The below patch allows IPsec to use CTR mode with
AES encryption algorithm. Tested this using setkey
in ipsec-tools.
