Subject: [PATCH 4/5] [NET] NETNS: Omit neigh_parms->net and
 pneigh_entry->net without CONFIG_NET_NS.

Introduce neigh_parms/pneigh_entry inlines: neigh_parms_net(), pneigh_net().
Without CONFIG_NET_NS, no namespace other than &init_net exists.
Let's explicitly define them to help compiler optimizations.
