   TCPCT part 1b: generate Responder Cookie secret

   TCPCT part 1d: define TCP cookie option, extend existing struct's
   TCPCT part 1e: implement socket option TCP_COOKIE_TRANSACTIONS
   TCPCT part 1f: Initiator Cookie => Responder
