Subject: [PATCH 06/23 v3] mlx4_core: add port para-virtualization

Ports are a shared resource among functions, so special behavior is needed here:
- Bring up ports if at least one function has done so.
- Bring down ports if all functions have done so.
- Aggregate IB port capabilities
- Set max mtu among for Eth port
- Ensure steering is not broken for Eth ports.
