Subject: [net-next-2.6 #2 05/08] r8169: phy power ops

Bits from :
- version 8.019.00 of Realtek's 8168 driver
- version 1.019.00 of Realtek's 8101 driver

Plain old 8169 (PCI) devices do not seem to need anything akin to it.
