Subject: [PATCH V2 5/7] cpts: introduce time stamping code and a PTP hardware clock.

This patch adds a driver for the CPTS that offers time
stamping and a PTP hardware clock. Even though the
hardware does not support frequency adjustment, still the
unit can be useful for 802.1AS for example.
